Elle prot\u00e8ge divers biens culturels, notamment les monuments architecturaux, les sites historiques, les sites arch\u00e9ologiques, les \u0153uvres d&#039;art, les manuscrits, les livres, les collections scientifiques et les objets d&#039;importance artistique, historique ou arch\u00e9ologique, ind\u00e9pendamment de leur origine ou de leur propri\u00e9taire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong>Mesures de restitution<\/strong>:<br><\/strong>La Convention \u00e9tablit des cadres pour la restitution des biens culturels d\u00e9plac\u00e9s \u00e0 leurs pays d&#039;origine \u00e0 la suite de conflits, cr\u00e9ant ainsi des pr\u00e9c\u00e9dents juridiques pour la reconstruction culturelle d&#039;apr\u00e8s-guerre et obligeant les puissances occupantes \u00e0 emp\u00eacher le d\u00e9placement des biens culturels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong><strong>Limites du cadre<\/strong><\/strong>:<br><\/strong>Cependant, des contraintes importantes existent. L&#039;efficacit\u00e9 de la Convention d\u00e9pend fortement de sa ratification par les \u00c9tats et de leur respect volontaire en p\u00e9riode de conflit. Les m\u00e9canismes d&#039;application sont limit\u00e9s, notamment face \u00e0 des acteurs non \u00e9tatiques ou lorsque l&#039;autorit\u00e9 juridique internationale est contest\u00e9e.
